GBIL spreads the front year of the curve across bills and short notes rather than owning a single maturity — a slightly longer cash profile than TBIL that picks up extra yield when the curve's first twelve months slope upward. Goldman runs it as institutional treasury management for the masses; nine years on it does exactly what it says, monthly.

Cash managers who want the whole 0-1 year Treasury strip rather than one bill, in a fund built for corporate-treasury discipline. Interchangeable with SGOV/TBIL at the margins.
